This work extended and adapted to the Italian context the conceptual framework and the indicators introduced by Richard Florida’s book The Rise of the Creative Class, and by other works like Europe in the Creative Age and the Global Creativity Index. It is based on the 3Ts model of economic development – Talent, Technology and Tolerance- to analyze and compare 103 Italian city-provinces. An Italian Creativity Index (ICI) has been developed, based on a wider set of indicators than those used in the past. This set of indicators has proven a powerful tool not only to ‘measure’ and rank Italian cities, but, most importantly, to assess their contexts, evaluate their potential, their challenges, and understand their dynamics. This research represents the first systematic effort to apply the 3Ts framework at the city level outside North America.
